ACC CODE Sec. 8-1-1. Establishment; appointment; terms; compensation; removal.
There is hereby created a planning commission (referred to in this chapter as the "planning commission") to be known as the Athens-Clarke County Planning Commission. The planning commission shall consist of ten members who shall be residents of Athens-Clarke County and who shall be appointed by the mayor and commission. The members of the planning commission at the time this chapter takes effect shall be the initial members of the planning commission to be appointed by the mayor and commission, shall hold office for the balance of their terms then remaining as members of such commission, and their successors shall be appointed by the mayor and commission for a term of five years. Any vacancy in membership appointed by the mayor and commission shall be filled for the unexpired term by appointment by the mayor and commission as heretofore provided; no member of the planning commission shall serve more than two consecutive full, five-year terms; and the mayor and commission shall have the authority to remove anymember of the planning commission appointed by it for cause, on written charges, after a public hearing. All members shall serve without compensation but may be reimbursed for actual expenses incurred in the performance of their duties.

ACC CODE Sec. 8-1-2. Chairman; employees; rules of procedure and bylaws; meetings; records. 
The planning commission shall elect a chairman from among its members who shall serve for a term of one year and who shall be eligible for re-election as chairman. The planning commission shall be entitled to receive such assistance from the employees of the government, as it shall request. The planning commission shall make its own bylaws and rules of procedure and shall determine its time of meeting. All meetings of the planning commission at which official action shall be taken shall be open to the public and all records of the planning commission shall be public records and shall be kept in the custody of the clerk of commission or of such other public official of the mayor and commission, or of the planning commission, as the commission shall designate.

ACC CODE Sec. 8-1-3. Powers; duties.
The Athens-Clarke County Planning Commission shall have the power and duty:
(1) To initiate amendments to the text of the zoning ordinance of Athens-Clarke County, Georgia and to the official zoning map.
(2) To hear and make recommendations to the mayor and commission on proposed amendments to the zoning ordinance of Athens-Clarke County, Georgia, including rezonings and planned developments.
(3) To initiate amendments to the future land use plan and the Athens-Clarke County Comprehensive Plan.
(4) To hear and make recommendations to the mayor and commission on proposed amendments to the future land use plan and the Athens-Clarke County Comprehensive Plan.
(5) To hear and make recommendations to the mayor and commission on applications for special use permits.
(6) To hear and decide appeals and make decisions as authorized in the zoning ordinance of Athens-Clarke County, Georgia.
(7) To conduct surveys and studies of existing conditions and probable future developments, and to prepare and recommend to the mayor and commission any plans for physical, social and economic growth as will best promote the public health, safety, order, convenience, aesthetics, prosperity or the general welfare of Athens-Clarke County, Georgia.
(8) To perform other planning functions and duties as may be required by the mayor and commission.
